The Honorable Chief Minister of Balochistan, Nawab Sanaullah Zehri has announced 10,000 laptops for the meritorious youth of Balochistan under the CM Laptop Scheme 2017. This project was initially made public in January 2017. And as reported by the main-stream newspapers, the government of Balochistan has allocated a whooping Rs. 500 million rupees for facilitating this laptop scheme which honestly is long overdue.
This is for the first time (ever) that our provincial chief minister has announced any laptop scheme for the students of Balochistan. Earlier, the students were being awarded laptops through the Prime Minister’s Laptop Scheme which was being run and monitored by the Higher Education Commission of Pakistan.
The following universities were recognized under the list of eligible universities for the Prime Minister’s Laptop Scheme:
- Balochistan University of Engineering & Technology, Khuzdar
- Balochistan University of IT, Engineering & Management Sciences, Quetta
- University of Balochistan, Quetta
Bolan Medical College was never considered for this scholarship because of lack of administrative infrastructure and competency — the reasons why the students of the ONLY medical institute of the province remained deprived of this opportunity. But many thanks to the CM Balochistan because this time, BMC too has the privilege to share the umbrella among the other esteemed institutes of the province which will be getting their fair share in this laptop scheme.
- 10% of the scheme will be awarded on open-merit basis
- Rest of the 90% will be awarded on district quota (based on the census of 1998)
Here’s the distribution formula proposed for various educational programs:
- Intermediate: 20%
- Bachelors: 40%
- Masters / MPhil / Ph.D: 40%
*** Students who have been recipient of any previous provincial or federal laptop scheme will not be considered in this scheme.
Eligibility Creteria for CM Balochistan’s Laptop Scheme
- Intermediate: 60%
- Semester System Programs: 70%
- Bachelor of Medicine and Bachelor of Surgery (MBBS): 60% if annual system and 70% if semester system

Aimed at training the educated youth of Pakistan through internship in private and public sector offices.
- 16 years HEC recognized degree or equivalent.
- Diploma of 3 years after Matric / FSc.
- Madrassah graduates are also entitled to apply.
- 50% of marks or 2.5 CGPA in final degree/diploma is the minimum threshold for selection of interns.
- Age limit is upto 25 years on 28-02-2017.
- Pakistani National.
- There is no gender discrimination female candidates will be encouraged to apply.

Number of Interns
Focal points in each private and public office will be responsible for ensuring effective use of the internees’ services
Areas of Training
All leading private sector firms/bodies and development sector organizations, federal, provincial and local government offices including educational institutions will be offered services of the internees
Allocation of Interns
Primarily, the allocation of interns will be made in accordance with the NFC award and FPSC’s recruitment criteria for provincial/regional quotas for all three years. The selection of Interns will be as per their domicile but can be placed in originations outside of their domicile region based on the demand profile and matching of applicant profile. Micro-finance facility aimed at helping the industry raise current access level of 2.5 million people to 5.0 million in next 5 years.
Vulnerable rural and urban poor with a poverty score of up to 40
The focus of the program would be in the category of the poor scoring between 18.5 and 40. Even though double dipping will not be allowed to those who are recipients of loans under BISP, since not all those scoring up to 18.5 are BISP recipients (BISP micro-scheme or actual BISP) or taking loans under BISP umbrella, they will be eligible provided they meet other requirements of this scheme.

Focus on Women
50% of loans will go to women borrowers.
All over Pakistan, preferably limited and un-served areas.
The focus will be on districts with no or low microfinance network facilities. Districts in which microfinance beneficiaries are 12 percent or below as per the Micro Finance Network (MFN) data, will be given first priority
It will not carry any mark-up.

The name of the scheme will be “Prime Minister’s Youth Business Loans” and it will focus on (but will not be restricted to) unemployed youth, especially educated youth looking for establishing or extending business enterprises.
Applicant may apply for loans under this scheme only from the designated branch mapped with his/her area of residence/business
One/Up to 03 Guarantor/s having cumulative income equal to 1.5 of the amount applied for under the scheme Personal/Blood relations can also give guarantee for a borrower.
A government servant of BPS-16 and above can also act as a guarantee.
Focus on Women
50% quota of women borrowers.
90:10 with tenor of up to 8 years (including 1 year grace period). The borrower’s contribution of equity would be either in the form of cash or immoveable property, and will be required only after approval of the loan.
Permissible collaterals (business hypothecation)
6% fixed for borrower but government will pay the difference of the cost at KIBOR+500 bps.
Sectoral Distribution of Loans
For the time being, there will be no limit on the maximum number of loans for any sector. Placement of ceilings can be considered subsequently keeping in view the importance of sectors and applications received for various sectors.

In the case of Balochistan, at least one branch of NBP will be designated per division
All non-designated NBP branches will guide the borrowers to the nearest designated branch along with facilitation to receive and dispatch the application to the nearest designated branch if so requested by the borrower.
SBP to ensure that loans are broadly in conformity with provincial populations.
Form processing Fee
Non-refundable form processing fee would be Rs.100/- at the time of submission of form. However, no fee will be charged for the form itself and a photocopy will also be admissible.

SBP will arrange appropriate training for private banks to implement the scheme. NBP and FWBL will provide appropriate training to their own staff. NBP will also assist in training of FWBL and SMEDA Staff

Role of SMEDA:
The 50 or so feasibilities prepared and uploaded by SMEDA would be extensively publicized and their access to public made easier through multiple linkages with other relevant websites;
SMEDA will work closely with Punjab Information Technology Board (PITB) to ensure that the schemes are accessible to those who participated in the PITB survey;
